All-hazards approach

An all-hazards approach means addressing any threat or incident, whether natural or human-caused, that could threaten life, property, the environment, or public safety, rather than planning only for a narrow set of anticipated scenarios. PPD-21 itself defines "all hazards" to explicitly include natural disasters, cyber incidents, industrial accidents, pandemics, terrorism, sabotage, and other criminal activity targeting critical infrastructure.
